National privatization dashboard

The client is a government organisation in the Middle East, responsible for a national privatization and public-private partnership programme. It prepares state assets for privatization, builds the regulatory frameworks around them and promotes opportunities to domestic and international investors. Monitoring and reporting on that programme was done manually and decentralised, which led to outdated figures, inconsistent formats and no single source of truth.

The assignment:
Create a single source of truth for all programme data and turn it into a performance dashboard that serves three audiences at once. Decision-makers needed instant access to reliable KPIs and the ability to generate reports and presentations on the latest data. Government stakeholders needed a consistent, formalised way to share progress. Citizens needed a transparent and engaging view of how the programme is performing.

What ABC Group did:
We mapped three possible technical routes, from a database with a CMS-driven publishing pipeline, to a WebGL storytelling frontend, to a full analytics dashboard with KPI drilldowns and API-driven data ingress.

Instead of building straight away, we proposed a structured discovery phase as the foundation for the RFP. We ran stakeholder interviews with leadership, audited the existing data systems and reporting workflows, and delivered a requirements document defining data sources, integrations, KPIs, visualisations and access control. We then set up the vendor selection process itself: evaluation criteria, Q&A sessions, vendor interviews and proof-of-concept demos. The result was an RFP vendors could price accurately, and a supplier chosen on technical fit instead of guesswork.
